An insulator type that rarely surfaces for sale!  The four segmented threads were patented by Samuel Oakman in 1872, and this oddity was likely produced at a glass factory which Oakman was associated.  

Many years can pass between offerings of a nice condition example, indicating the rarity of these unusual jewels.

The circumference of the lower wire ridge is approximately 10-1/4 inches.  One area of chipping/coarseness on that ridge is approximately 1-1/2" long (see center of bottom ridge in second photo).  The top wire ridge is approximately 10 inches in circumference, with a clean, narrow chip 7/8" in length.  Base and threads are in excellent condition.  

A rarity that displays very close to mint!
